DCJ, Justices of Appeal Weigh in on ECCMIS Validation Exercise

Deputy Chief Justice, Hon. Justice Alfonse Chigamoy Owiny-Dollo, and Justices from the Court of Appeal were on Monday (March 16, 2020) taken through different aspects of the Electronic Court Case Management Information Systems (ECCMIS) where theymade their input.
This was during a validation exercise organized by the Judiciary in conjunction with Synergy International Systems and Sybil Ltd at the Judicial Training Institute in Nakawa, Kampala.
According to an invite signed by the Chairperson of the ECCMIS Steering Committee, Hon. Justice Fredrick Egonda-Ntende, the meetings had been organized for users to provide"valuable user requirements to the ECCMIS Consultant to enable him design the ECCMIS as per the Judiciary specifications."
Ms Julian Rweju, the ECCMIS Technical Advisor, took participants through Judiciary's 23 year ICT Journey, the route to ECCMIS. The other aspects she tackled are the features, benefits and the anticipated impact of ECCMIS.
The consultants who made their presentations via a live feed from different parts of the world discussed the current business processes - complete with data flow diagrams; how Court businesses will be conceptualized in ECCMIS.
During the question and answer session, concerns were raised and responses were provided. These included;
It was pointed out that there was need for review of the legal and regulatory framework to which participants were informed that a dedicated officer had been assigned by the office of the First Parliamentary Counsel morning to take note of the provisions that need change.
On the issue of people taking advantage of the system, it was pointed out that kiosks would be set up at the different courts to help litigants to file or follow upon the status of their cases.
The consults emphasized that all interactions on the system are tracked and audited to avoid misuse of the system.
It was clarified that a bill of costs for the full implementation of ECCMIS in courts is in the offing.
